It does mean that we need to take the initiative during networking events to make ourselves known to the relevant people.  However it must be emphasised that if you discover that someone is not really interested in your product or service the worst thing you can do is cut the conversation short and suddenly walk away.  Even though they may not have a need for your service there is the chance they will know someone else who does, so just hand them your card saying maybe they would know someone who could use your service.  Then ask for their card saying that you might be able to do business with them sometime.
